A garage conversion turns an attached or detached garage into a legal ADU. Because the structure already stands, it is often the lowest-cost way to add a full unit, but the existing slab, framing and roof decide how much of the garage can actually be reused.
Do I have to replace the parking I lose?
No. As of October 2026, state law says a city may not require you to replace off-street parking when a garage or carport is converted to an ADU, or demolished to build one. That applies across California, including the City of Los Angeles.
Does a garage conversion have to meet setbacks?
As of October 2026, an ADU created inside an existing structure does not have to meet the 4-foot side and rear setback that applies to new ADUs. Fire and building safety rules still apply, so walls very close to a property line may need fire-rated construction and limits on windows.
How big can a converted garage ADU be?
As of October 2026, converted ADUs are not subject to unit size limits, and height is limited to that of the original structure. State law also allows an ADU converted from an accessory structure to expand by up to 150 sq ft, but only to provide ingress and egress. To add more space than that, the project is treated as new construction.
How much does a garage conversion cost in Los Angeles?
As of October 2026, published estimates for Los Angeles-area garage conversions run from under $100,000 for simple projects in good condition to more than $200,000 for complex ones. Published project totals from local contractors span roughly $75,000 to $300,000. See the full cost guide.
What makes a garage conversion cost more?
- The slab. Many garage floors slope toward the door and lack a vapor barrier. Some need to be leveled; some need to be replaced.
- Framing and roof. Older garages may need structural upgrades, new insulation and a new roof to meet current code.
- Plumbing. A bathroom and kitchen need new drain lines, which can mean cutting the slab and trenching to the sewer.
- Electrical. A new subpanel, or a larger service if your main panel is already full.
- Unpermitted past work. Earlier unpermitted changes may need to be opened up and brought to code.
Is a garage conversion faster than a new ADU?
It often is, because there is no new foundation or full frame to build. It depends on what the inspection finds. If the slab or framing has to be replaced, the scope can approach a new build. We tell you which case you are in after the site visit. Read garage conversion vs. new ADU.
Can I convert an attached garage?
Yes. An attached garage can become an ADU, or part of it can become a junior ADU of up to 500 sq ft, since state law counts an attached garage as part of the home for JADU purposes. The right choice depends on size, bathroom plans and how you want to rent or use it.
